सार
The appellants challenged the Single Judge’s order & sought enforcement of Rule 62(1)(b) of the CMV Rules, 1989 for issuing fitness certificates only through Automated Testing Stations. HELD- Appeal disposed of while clarifying the order i.e. - the ATS system is mandatory, existing LOA holders under FIJA-2018 may operate only till an ATS becomes functional in the district, no further extensions can be granted, ATS must be fully implemented, security deposit condition stands.
