Lal Chand sought consideration for appointment as PTI Grade-III. HELD- Mere registration of an FIR does not disqualify a candidate when investigation finds the case false. Clause 1(i) of the Circular applies to cases under investigation or trial, or resulting in conviction; clause 2(i) covers candidates cleared during investigation with a timely Final Report. Writ allowed; respondents directed to consider appointment, subject to vacancy and eligibility. No back wages.
