Petitioners sought inclusion in the concluded seat matrix and reopening of counseling after obtaining NOCs and recognition. HELD- The right to establish an institution cannot be equated with a right to insist upon student allotment for a concluded academic session. Midstream inclusion would disrupt academic schedules.
